William Fleming was born on 19 April 1882 at Belfast. A riveter’s assistant by trade, he joined the Royal Navy at Devonport on 23 December 1903 and served aboard a wide variety of ships and shore bases. Despite spending 14 days detention in the cells whilst serving aboard H.M.S. Aboukir in October 1907, he was awarded his L.S. & G.C. Medal in 1924 before transferring to the Royal Fleet Reserve on 4 January 1926.
