Only (75) clasps for Poona issued to European recipients and this a unique clasp to the Regiment.
Philip Downing Ottey was born in Kensington, Middlesex on 23rd March 1794. He joined the Royal Military College at Marlow at the age of 13 in 1808. Appointed Ensign 12th September, Lieutenant 2nd October 1813, Appointed Linguist (Temporarily) to Light Battalion with Poona Subsidiary Force G.O. 27th March 1817. Shared in the Deccan Prize money for Poona, Adjutant Light Batt'n Oct 1818, then of Grenadier Batt'n. Captain 21st April 1824, Deputy Postmaster Poona, 13th April 1830. Major 23rd July 1832 and Lieutenant Colonel on 8th October 1839. He retired from the service on 7th February 1848. He died in March 1874 per ancestry.
He is confirmed as present on the poorly hand written medal roll for the Poona clasp though his name is misspelt on the printed published roll. With detailed service record and copies of the handwritten medal roll and Cadet entry etc.
