This plate is not listed in Daniel Mazeas Pre 1914 Canadian Militia badge book and could be an unofficial made up piece, possibly used by a member of the staff but a mystery.
Crown has been converted from a Victorian crown, a split is visible on one side.
All brass metal construction, with both (2) original lugs intact.
